The East London Waste Authority (ELWA) is the Waste Disposal Authority (WDA) for the four ELWA boroughs of Barking & Dagenham, Havering, Newham and Redbridge. Part of ELWA's role is to manage the four Reuse and Recycling Centres (RRCs) where residents of the ELWA region are able to recycle and dispose of household waste free of charge:
The RRCs are provided for the free disposal of waste from ELWA residents only. The provision of these sites is paid for by ELWA residents as part of Council Tax payments. Disposing of waste is becoming more expensive by the year and in order to prevent residents from outside the ELWA region using the sites, thereby increasing the costs for ELWA region tax payers, changes must be made.
As of 9 May 2011 all users of the sites are required to provide proof to site staff that they live in one of the ELWA boroughs - a current Council Tax bill or driving licence - in order to dispose of their waste free of charge.
Only these form of ID will be accepted. If either one of these forms of ID are not presented a charge (cash only) may be made to access the site.
These changes run alongside the existing restricted household waste rules, which can be found using the Borough links on the left. All commercial waste will be charged at commercial waste rates (excluding Chigwell Road which does not accept commercial waste).
The changes are intended to reduce costs to taxpayers in the four ELWA boroughs. You may have heard that councils elsewhere are closing sites down or in one case charging all users for access; we do not feel that these courses of action are appropriate for our residents. No ELWA resident bringing their own household waste to the site will be denied access.
